Below are reports and papers, with references to, or actual reports of, technologies, that represent research into manipulating the human organism, and related to military work on ELF/EMP (electromagnetic field; electromagnetic pulse).

On their website is a file of the Nuremberg Code. Leading up to the code the scientsits write regarding Human Test Subjects/Radiofrequency Radiations and the Nuremberg Code. To quote part of that passage: 

At the time that the Nuremberg Code was drafted the creators could not have anticipated human test subjects being subjected to radiofrequency (RF) radiation or RF energy being pumped into the human subjects’ heads and brains.  At that time there were neither cell phone towers nor portable cell phones; there were no personal computers and no RF energy radiating WLANs in classrooms.   The framers could not have conceived of the biological and damaging effects of radiofrequency radiation exposure that we have learned of since that time.  We must conclude from its very general phraseology that the Code should apply to all human testing of any protocol that establishes an interaction with the human organism and may result in a physiological response. http://www.emfbioeffects.org/images/Nuremberg.doc

Declass Research on Non-Lethal Weapons, give the reader knowledge of the science base that such technology works with, namely, neuro/bio-chemical, and energy (electromagnetic, microwave, radio frequency). “Interdisciplinary research project to explore the potential for developing non-lethal weapons based on radiofrequency/microwave bioeffects”  5b. GRANT NUMBER

Our research is to lay the foundation for developing non-lethal stunning/immobilizing weaponry based on radiofrequency (RF)/microwave(MW) radiation. We are focusing specifically on identifying RF/MW parameters potentially capable of selectively altering exocytosis, the process underlying neurotransmitter release and hence nervous system functioning. Major accomplishments included 1) assembling, characterizing and optimizing a free-space MW exposure system for assessing effects of exposures in the 1-6 GHz frequency range on exocytosis, using neurosecretory adrenal chromaffin cells as an in vitro model. Other accomplishments included implementing complementary experimental approaches that will allow us to distinguish between non-thermal versus thermal effects of the exposures. The research has been presented at one international meeting and has culminated in one manuscript that is under review. Personnel involved in the project included a neurobiologist and an electrical engineer as principal investigators, an associate engineer, one research assistant and two graduate students. The research has been transitioned into AFOSR grant FA9550-05-1-
